About me
Mr. Ellis Silas is a 38yr old male, currently employed under the Vanuatu Skills Partnership (an Australian Government funded program in Vanuatu) as the Quality Systems Manager. His key role is to be responsible for the ongoing consolidation of an effective implementation and monitoring management system that is flexible and responsive to emerging opportunities while providing robust information to inform strategic decisions and demonstrate results.
Ellis is currently working closely with the MEL Adviser (Systems), the MEL Adviser (Strategy), and the local MEL team, in addition to wider technical middle managers at the national level and the managers of the Ministry of Education and Training (MoET) Skills Centres at the provincial level, to strengthen processes underpinning effective planning, coordination, delivery, data collection, monitoring and reporting for all Skills Centre activity. The role will also involve supporting the ‘refresh’ of the Partnership’s Program Logic and MEL Plan and ensuring alignment with Government of Vanuatu priorities.
Ellis graduated with Diplomas in Modern Management and Administration including Communication in Business and Management in 2005. In 2016-2017, he completed APTC Certificate IV course qualifications in Leadership and Management and also Training and Assessment. Ellis has acquired over 3 year's experience in MEL work and 6 years’ experience in the field of Post School Education and Training. A key part of his new role with the Vanuatu Skills Partnership focuses on provincial coordination of skills development service delivery through the Provincial Skills Centres under the Ministry of Education and Training’s Tertiary Education Directorate and the Provincial Government Training Boards under the Vanuatu Qualifications Authority.
